23XI Racing will add a third full-time NASCAR Cup Series entry in 2025, with Riley Herbst behind the wheel of the No. 35 Toyota Camry. Monster Energy will serve as the primary sponsor, while Davin Restivo will join as crew chief, continuing their partnership from Stewart-Haas Racing's Xfinity Series program.

The move marks Herbst's first full-time Cup Series season, though he has already gained experience with eight starts over the past two years. His Xfinity Series career spans five full seasons, during which he secured three wins in 175 starts.

Steve Lauletta, 23XI team president, expressed confidence in the expansion: "We felt the time was right to continue the growth of our organization by adding a third team, and Riley is a driver we think will be a great fit for us."

Herbst will join current 23XI drivers Tyler Reddick and Bubba Wallace. While the team intends to purchase one of Stewart-Haas Racing's charters, the sale remains pending as 23XI continues its litigation with NASCAR over the 2025 charter agreement. The organization can still compete as an open team next season, as NASCAR has removed the anticompetitive release requirement in the open agreement.

"It's an honor to join 23XI and Toyota for the opportunity to race in the Cup Series each week," said Herbst. "Racing full-time in the Cup Series has been my goal since I started in NASCAR, and I'm excited to start my Cup career with such an accomplished and driven team."
