Research by the AA reveals that 1 in 20 motorists pay private parking charge notices (PCNs) immediately, even when they've done nothing wrong. Over half of these drivers cite wanting to "avoid hassle" as their main reason for paying.

An estimated 14.5 million penalty notices are expected to be issued in 2025, potentially reaching a total value of £1.4 billion. Just five parking firms account for nearly half of all driver detail requests from the DVLA.

The current situation stems from delayed implementation of 2019 reforms meant to regulate private parking firms through:

Industry experts criticize the government's failure to implement these reforms, leaving drivers vulnerable to aggressive enforcement. The AA reports that some parking companies have introduced unofficial codes, misleading 5% of surveyed drivers who believed these had government backing.

Citizens Advice has noted a 34% increase in parking-related inquiries over the past year, highlighting the growing impact of this issue on UK motorists. The AA and other organizations continue pushing for implementation of the promised reforms by the end of 2025 to provide better protection for drivers.
